Holdrege Housing Authority awarded new tax credits

The Holdrege Housing Authority has been awarded their fourth tax credit project consisting of 10 duplexes/20 units (3 bedrooms, 2 car garages).

The new tax credit project will be called Horizon Estates, LLC. In all; this total tax credit project is a $4.2 million project. Horizon Estates, LLC will be built onto the 10 acres that Holdrege Housing Authority purchased the end of last year 2017. The project will be located on the east side of Holdrege on 11th Avenue. The bid process for construction will be out sometime in late spring/early summer.

Capri Chapman, HHA director, has indicated that as long as there is a need for housing she will continue to go after state or federal funding. Ms. Chapman's next project will be applying towards Workforce Housing. She will be submitting the Workforce LB518 funding application before the end of March.

The housing project will complement Phelps County Develpment Corporation Washington Square Apartments and other spotted areas the PCDC will be building onto. The foal for the 10 acres is to provide housing all across the board for those in need. We will have duplexes for rent as well as single family homes to purchase.

Ms Chapman has done her homework with the Housing Study and the Rent Comparability Study. She has continued to follow the mission statements for both the Holdrege Housing Authority/Holdrege Development Corporation's vision to continue building more housing for both low-income and workforce housing in Holdrege. She is committed to seeing the projects fully completed and occupied.

The Holdrege Housing Authority's tax credits to date has brought in a total of $14.3 million into Holdrege. And for the Holdrege Development Corporation, total dollars to date are $16 million. Bringing the total amount overall through both agencies at $30.3 million into Holdrege. According to Ms. Chapman, "We are not finished and will continue to move forward."

She is scheduled to go to Washington DC in late March to meet again with Nebraska senators to convey to them the importance of continued funding for rural development in both Housing and Economic Development for Nebraska.

She will receive her yearly certification as a Commissioner Trainer for the Nebraska State housing and will be training new Executive Directors as well as a new Board of Commissioners who have joined other Housing Agencies throughout the state of Nebraska. She will start training others this summer. She continues to meet with the Veteran Caucus Group and other agencies to find a better solution for Veterans who are homeless. Ms. Chapman has also added to her responsibilities, focusing on the VAWA bill that has been passed (Violence Against Women Act). She has incorporated VAWA into her occupancy rules and tenant policies for each new tenant to sign and follow.

She will be reaching out to CASA to see where she can assist them on emergency settings for those women in need of a place to stay. She has indicated before of her own mission statement. "I will finish what I have started in the continued development for more housing for the City of Holdrege."
